Pokémon Scarlet and Violet introduced a number of memorable characters to the Pokémon franchise. From the excitable, battle-loving Nemona to the inquisitive and helpful Arven, players encounter numerous NPCs who help them during their journey through the Paldea region.

However, perhaps the most mysterious of these characters is Cassiopeia, the faceless big boss of the region’s evil squad, Team Star. Players do not get to see Cassiopeia’s true identity until the very end of the “Starfall Street” storyline. Here’s everything there is to know about who Cassiopeia is in Pokémon Scarlet and Violet.

Upon defeating all five Team Star bosses, trainers must return to Naranja or Uva Academy for their face-off with Cassiopeia in Pokémon Scarlet and Violet. There, they will encounter Director Clavell outside of the main school building. He will not only reveal the not-so-hidden secret that he was Clive all along, but also claim to be the leader of Team Star himself.

However, after battling Clavell, he admits that he isn’t really Cassiopeia. Instead, he simply wanted to test the player’s strength before allowing them to take on the real Cassiopeia themselves. After defeating Clavell in battle, players will then be able to head to the schoolyard and face off with Team Star’s true founder.

Despite assisting the player as Operation Starfall’s supply unit representative, the shy and quiet Penny reveals herself to be the true Cassiopeia in Pokémon Scarlet and Violet. Though she founded Team Star as an anti-bullying club, she feared her friends in the squad would get in trouble if they didn’t disband the team.

As a result, Penny concocted Operation Starfall in an attempt to end Team Star and get its members back to school. However, she still requires the player to defeat her in battle first. Afterward, Penny gets to meet her fellow Team Star bosses in person for the first time.

Ultimately, Director Clavell allows Team Star to continue to operate and apologizes for the bullying problem the academy previously had. Meanwhile, Penny is forced to put her technical know-how to work to make up for her well-intentioned but illegal robbery of League Points.
