Riot Games has always allowed players to change regions in League of Legends. If you wanted your main account to transfer to Japan, all you’d have to do is pay 2600 Riot Points. Riot has also allowed players from other regions to create an account for wherever they wish from the beginning. For example, if you live in Europe, you could create a North American account and play in NA. This may cause you some lag issues depending on your location, but Riot Games has always allowed you to play wherever you wish. However, this policy is not extending to Valorant region shards in the closed beta.

Although this has not been officially announced, Valorant support confirmed that you cannot change your region shard freely:

Valorant region

Valorant region based on where you live

Your region is determined by where you’re currently living regardless of where your Riot account is registered to. For example, if you’re currently living in Europe and have an NA League of Legends account, your region for Valorant will be EU. This can cause problems for those who have friends playing in a different region. According to Valorant support, they cannot change your region if it’s not where you’re currently located. However, if your region was chosen incorrectly by mistake, they can change it.

Additionally, if your region was chosen by mistake, Riot will have to reset your account to change it back to the region you live in. Any progress made with an agent will vanish, though purchases made with real money will be retained. Additionally, if you play Legends of Runeterra on the same account you play Valorant on, you may be unable to purchase Coins. However, your Legend of Legends account seemingly won’t be affected by the region change.

For the closed beta at least, Riot has decided to confine players to their current region for Valorant. Players who want to play with friends in a different region are seemingly out of luck for now. The only assumed workaround for this is to have someone in the region you desire to make an account and get a code for you, which would be challenging, especially since Riot Games has been banning accounts for sale on the internet.
