The simplest way to acquire the Aspect of Piercing Cold is to complete the Dead Man’s Dredge dungeon, which is located in the Gale Valley region of Fractured Peaks. There are no requirements to complete this dungeon, so you can head straight there after reaching Kyovashad for the first time.
Once you complete the Dead Man’s Dredge dungeon, the Aspect of Piercing Cold will be added to your Codex of Power. You will then be able to imprint the Aspect onto certain gear at The Occultist. This Aspect can be used on the following items: 1H weapon, 2H weapon, Gloves, Rings, and Amulets.
Speaking of The Occultist, the second way to acquire the Aspect is to extract it from a piece of legendary gear in Diablo 4. This requires luck, as you need to find a legendary gear piece pre-equipped with the Aspect. If you manage to find one, though, take it to The Occultist, extract the Aspect, and then it will be ready to use in your inventory.
